For future reference, here is a photo of a quarter missing the clad layers.
Notice the copper colour of the exposed core and weak strike in the details.

It is hard to say what exactly it is except that it is PMD
    Possibly been heated.

That is not a Broadstruck, that is a Misaligned Die. I can't really see any DDO.
With damage on the coin, I would value it at 1 cent

You have got a pretty good grasp of things but on MD the coin is struck only once, not multiple times. The die shifts on the way up causing the ledge which makes the devices look smaller.
Also the proper terminology is Doubled Die not Double Die.
Now you know what to look for.

No sense guessing at the grade anymore. We already have a correct answer.

That is just a regular commemorative business strike that had 12.5 million struck. Some were colourized. Most of these commemorative business strikes are worth 25 cents CDN.

    Welcome to the Forum

One thing to remember is that it is only an error if it happens during the striking of the coin.
As this could not have happened at that time and no matter what happened, it is still damage.

    Welcome to the forum.
I do not see anything that would be considered an error. All I see are some circulation hits.

Seen that  many times, it is known as a Texas Cent.  Easy to tell as the copper plating has been removed.
It is created by putting a cent between two pieces of leather and pounding it. Eventually the copper will fall off and the zinc core will expand. It is considered damage and has no value.

Greenstang got a reaction from Mohawk in 1999 D Delaware Clipped Planchet Quarter. To grade or not to grade, that is the question?
Gonna state my case for it not being a true clip (Not saying I'm right, just my opinion)
I didn't take the time to do a side by side so you can compare my photo with the original
Look at the rim where the clip ends, it should have what I call a dovetail effect where the inside of the rim runs inward. The OP's coin runs to the  edge.
On the  letters metal flows off the edge and the details don't end abruptly. The OP's coin end abruptly.
The fields should be clean on the edge. The OP's coin show metal  on the edge.

Have to agree with everything RWB says.
The ghosting is known as "Progressive Indirect Die Transfer"
If you look closely at the third photo, you can faintly see the initials FG, probably missing  from overpolishing.
The missing CH is from a partially grease filled die.
No value but you can keep as an educational piece.
