This is the most likely explanation. If it were missing both clad layers, the details would be less defined, even taking into account  the wear that is present.

Hi Vero!!

In looking at your coin, I think you have environmental damage on your hands rather than a missing clad layer.

It's environmental damage.  The alloy of the outer clad layers are 75% copper 25% nickel.  Coins that have been exposed to the elements or  found on/in the ground can have this appearance. 

Also, if it was missing one or both clad layers, wouldn't you expect it to thinner and lighter than a regular quarter?  You can prove it to yourself by comparing the thickness to a regular quarter.  You can also weigh it. The standard for a quarter is 5.67 grams +/- 0.227 gms

No. But what you DO have is a state quarter designed by one of @RWB’s favorite people. Rumor has it they were seen singing Kum Bay Yah while making s’mores by a campfire. :roflmao:

Our member @RWB has what almost amounts to a “blood feud” with the designer of the New York and Rhode Island quarters. It’s ugly, it’s snarky, and frankly, very close to libelous.
