I'm thinking the film may not be able to hold larger coins in place.
The weight of the coin may make the coin shift in the holder.

If you are interested in 1853 events relating to the change in silver coin weight or design, there are two future Coin World articles that might be of interest.
“Arrows and Rays Added to Silver Coins in 1853”
This article was prepared in response to a coin collector message board question asking for the reasons design changes were made when coin weight was reduced in 1853. The answer is more nuanced than commonly assumed.
“Unknown Coinage Designs from 1853 Discovered”
Recent research by the author discovered three entirely unknown proposed designs for the quarter, half dollar and dollar silver coins. These were prepared in response to a U.S. Mint design completion announced in July 1853.

No offense to NGC, but these are from just about my least favorite era of NGC grading. Not only did I personally dislike the "W" or "T" thing (which I seem to remember PCI using at the time as well), but grading consistency seemed a bit more iffy at that time.
