In my opinion, pretty much any Roosevelt dime made after about 1950 will need to grade MS67 and receive the Full Torch designation, in order to make it worth the money to have it graded. Most dimes minted after the mid 80's will need to grade a minimum of MS68. To be designated Full Torch, all horizontal and vertical lines on the torch must be complete, without breaks from damage or weak strike. Neither of the reverse pictures that you posted show a dime that would qualify for the full torch designation,(also my opinion). And, even though the pictures are not very clear, I don't think any of the coins shown would grade MS67 or higher. They would make really nice coins for a Roosevelt set album, though. In other words, if the coins were mine, I would not have any of them graded.

I believe it is abundantly clear that ALL the State Quarter/Sac mules were intentionally made by enterprising Mint staffers, not one iota less or more than the subject matter of this thread.

“Brought to market”. If you bother to read or watch the Legacy Series interview of Fred Weinberg by Barbara Gregory, then-executive editor of The Numismatist at the 2015 National Money Show in Portland, Oregon, it will become clear that the guy who brings to the market a good percentage of major errors of questionable origin is Mr. Weinberg himself. He admitted/bragged about his sources at coin rolling firms during that very interview. The workers at the firms that do the rolling (String and Sons as well as others) all have Fred in their cell phone contacts lists.

Either and both. Counterfeiting of actual spendable cash is one of the Secret Service’s original jurisdictions. Fighting the counterfeiting of collectable coins is a mission of essentially no one. They all have “bigger fish to fry”. The FBI simply does not care. They’re too busy framing public figures.

Authentication will (not “might”, “will”) require documentary evidence from the United States Mint of the type that @RWB does with his archive searching. And NOBODY else will do it for you. You have the personal (YOU, as an individual, not somebody else) duty to do that research. Get hopping. No grading firm will do it, and neither will the United States Mint. It’s all you, pal. Nobody else.

First you need to learn this - authentication is not grading and grading is not authentication. Grading is often controversial. Authentication doesn’t need to be. It’s more binary, aka yes/no.
Since you found your 1993-D dime in a roll of cents, you’re already 9 cents ahead. If I were you, I’d take that profit and run. It’s the best you’ll do with this coin.

Just because I have to pass through 324 miles of your state to get to my new home doesn’t mean I care to live like a resident there. I’m officially an Alabaman now, for better or for worse. The beard may become “re-enactor fodder” with the proper shaping, dontcha think? It’s at least as good as Martin Sheen’s Robert E. Lee one already.

I “feel you” on that. My coin holdings span the sublime to the ridiculous. I even catalog and attribute “tourist coins”, because it is a skill worth practicing. With the demise of European coinage in favor of the Euro, I find the previous coins speak to me greatly. Is a complete set of pre-euro stainless steel Italian 100 lire worth anything? No, but I like having them. They tell a story, and as I enter the twilight of my life, it’s the stories that I value the most. I am a natural raconteur, and I love preparing them.

I'm driving over 750 miles on Thurs. No Macallan for me. This year. Maybe another time. If I could, I might have been emigrating to the U.K. So as a consolation prize, I'll be moving a couple of hours from the "other Birmingham".
