I may have misunderstood the question. If you are asking why the Mint did not include the silver coins with the clad, then my (somewhat cynical) response would be that they thought they could make more money by requiring the collector to purchase two different sets in order to have an example of every business strike coin. If you are asking why NGC has different sets, I assume it is to enable collectors to participate in the Registry who do not want to have to buy both sets.

Sure. They are all over 50 years old, and a part of history. Some future Young Numismatist in your family would love to have them.

It appears that you have stumbled on a source for counterfeit coins. You should buy your coins elsewhere.

Yours is a fake - probably of recent Chinese manufacture. They are available for $1.68 US plus shipping. That is sad, too. I hate that the Chinese have started faking Conder tokens. Those people have absolutely no scruples. They do not care how their actions affect other people, as long as they get what they want. That is what happens when you have an entire race or country of people with no moral compass. It is quickly spreading across America, as well. That is even sadder.

Post-mint damage

I may be seeing it wrong, but it looks like a bit of copper showing on the edge. The scale definitely needs to read to two decimal places at a minimum in a case such as this. A silver quarter weighs 6.25 grams on average, while a clad one weighs 5.67. Either of these weights would round to 6 on a scale that only weighs to the closest gram. Now I see the new pic, and Greenstang's response, that were posted as I was typing my response. Definitely clad.

Welcome to the forum. Nice first post & nice coin. Smart move purchasing an authenticated example. These are heavily counterfeited. The cracks look to be planchet flaws, which are not unheard of on these coins. They add character, in my opinion.

My grandson found this in abandoned car. It must have been one of the earlier ones. The counterfeiters sort of forgot something.

Since the letters are reversed, the most likely explanation is that someone pressed another coin into your coin. That would make it post mint damage, and not a mint error. Welcome to the forum. By the way, you will likely get more responses to your threads if you post them in the newbie or US coin section.

Welcome to the forum. Some of us are leery of clicking on unknown links, so thank you for posting pictures. Hoop is right about your misaligned die strike. Most collectors don't pay much attention to them unless they are severe enough to have letters running off the edge. Cool find, though.

Welcome to the forum. If it were mine, I think I would have it authenticated for my peace of mind. I am not sure if the Chinese have started faking these yet, but I would rather be safe than sorry. As far as grade goes, it probably wouldn't matter much on a piece this scarce. (On the Pollock scale, a Rarity 5 is 31-75 pieces known to exist.) Trying to put a value on it, however, may be tricky. It depends on who is in the market for a piece like that at the time it is sold. It could sell for several hundred, or several thousand.
