Certainly not a mint error. It looks like it has glue on it as you can see through it.
Try soaking in acetone for about 24 hours and see if it comes off.

Bought this at the same time as my newest US coin addition.  Like that this coin is largely bought for the now defunct Blanchard holder.  But I also really like this design and almost pulled the trigger on a similar silver coin last year.   My patience was rewarded with this gold coin.

Instead of buying groups of sets from online sellers without an opportunity to inspect the sets in hand, you really should try to attend coin shows or at least go to dealers' shops where you can select the pieces or sets that are to your taste. You can also learn at those venues by looking at the pieces on display and speaking with the attending dealers and experienced collectors.
I think that it is a mistake to try to "fast track your collecting", which may result in your having a large number of pieces that are not of the best quality or that just aren't to your liking. Patience is important and will usually be rewarded. I've sometimes spent years trying to find an example of a coin that I liked at an acceptable price. Part of the enjoyment of collecting is what the late Louis E. Eliasberg, Sr. (the first numismatist to own an example of every U.S. coin by date and mint) called "the thrill of the chase."
The multicolored toning on the coins in your photos is actually considered enhancing by some collectors, and earlier proof coins with such toning sometimes sell for a premium. However, if you prefer brilliant pieces, as I do, you should avoid buying such toned pieces.

About as close to Unc as you can get without being there.
These are the sellers pix, I haven't had a chance to get anything better yet.

Not my most recent, but it's been quite awhile since I posted regularly here, so I'm way behind on adding posts of my new(er) coins.
I looked for a 'gemmy' 1866 Rays 5 Cent piece for a long time, not being able to afford a full gem, MS65.
I was happy to find this one!

Welcome to the forum, this is not an error just a damaged coin.

Just worn which accounts for the very slight underweight.

The new pics do show more of a granular surface indicative of an acid, but what about the coin edge with the reeding intact.  Particularly since the copper core is more reactive to acid, which often results in an "oreo cookie" like appearance from one of my previous posts which isn't present.

@leeg--Regarding your inquiry about having your 1901 Proof Indian cent reholdered, NGC's policy for copper coins is that if the coin has been in the holder for over ten years, as this one has, the coin will be treated as a raw submission and possibly receive a different grade.  See Verify NGC Certification | NGC (ngccoin.com).
Here's an 1854 half cent that I purchased uncertified as an AU in 1992 and that NGC graded MS 62 BN in 2022:

Snagged this piece from Heritage last night.  Of course I need to find someone to provide a better image. I'm a little worried about the white specks though.  Reholder?

The really insidious one I see all the time on eBay is the 2010 Lincoln Presidential dollar coin listed for thousands.  They are worth ... drum roll ,,, $1.00.
Seems to be a popular one with these scam artists, preferably a little beat up to give the appearance of being old, as he is so well known and it has his term of 1861 - 1865 on the obverse, which they usually put in the listing title to give the appearance of being about 160 years old.  Seems to be targeted at older people which really burns my butt.
When I see stuff like that I can usually get them taken down pretty quickly with a short report that has an NGC guide linked.  For others that are not so blatant where it doesn't come down right away there is a topic in the members area where you can post details to have it taken down by NGC with their contacts at eBay, but I don't remember where that is off hand.
Yea, in the other topic it was "molecular copper effervescence" to explain how a solid inner copper layer leached through a solid outer cladding layer.  More than the usual foot-in-mouth MM stuff that has become so common.  So bad someone asked if he had been drinking, at which point I lost my cookies laughing so hard.

You had been doing better at not posting misinformation recently, perhaps only because you have not been posting as much?     But this reply (as well as your acid theory on another thread) is a return to your old misinformation form, the op's coin is not and bears absolutely no resemblance to the spitting eagle FS-901 variety that was caused by a die clash.    If you don't know you would be better off not replying than to stick your foot into your mouth like this.
