There was a thread about this coin, or one very similar to it, a while ago. The seller/poster claimed that the letters were from the album it toned in.... The letters aren't toning, it is where the coin didn't tone, presumably because ink provides a layer of protection from the old paper which contained sulfur. Lettered toning (or, more accurately, lack of toning) is an uncommon form of toning that does occur in certain albums, most notably Whitman coin albums. Obviously ANY form of toning is a personal call as to attractiveness etc. I personally enjoy lettered toning. Here's a couple of mine... See right obverse field. Bottom of obverse.
