That's exactly correct - Oil (or gasoline) on water is the example of the phenomenom called "thin film interference" which cause the rainbow colors you see in oil on water - same thing causes us to see colors on metal that has a thin film on the surface of the coin - I wrote an article on that and use it to explain toning in my toned coin exhibits.
