I completely agree with you in that toning should be light and pleasant/not too colorful. I almost feel like graders are more prone to give higher grades to heavily toned coins because it masks post-mint damage (even though toning is in fact post-mint damage), therefore protecting their reputation or "good judgement". It seems like the higher the grade, the less technical and more subjective the process becomes... and highly toned coins almost seem like a safeguard for their reputation as graders.
