Nice looking 1921. I'm pretty sure this is not the Matte proof you are thinking it is. Only 8 were minted so your chances of finding one in the wild are incredibly remote.

Just to be sure you are clear. No proof sets were made in 1967. 1968 and later proof sets were minted in San Francisco (1968-S, 1969-S, etc).
