Your partially right but in fact there are 1990 Proof Cents with no MM. They were made by accident and there are believed to be less than 200 in existence.
This photo will also show what an actual Proof looks like.

Not quit sure what your getting at or what your question is, but your showing a photo of a DD from Variety Vista and a regular 1969S Lincoln???

We are going to need to see a clear picture of both sides of the coin, especially seeing that there are only a couple of known 1949 Wheat cents.

Yes, that is a small O.
They are not one of the two top graders but they are pretty reliable. They are one of only four graders that eBay will allow to show the numeric grade on a listing. Â Â Other graders (mainly basement slabbers) have to have the numeric grade blacked out.

The "F" might be partially grease filled.
The "G" looks like a Die Chip as it is higher than the letter.

No.
On the 1970 if you run a flat edge across the top, on a Small Date all the numbers will be even. On a Large Date, the 7 will be lower.

I agree.
If it was a cud, you wouldn't be able to see through it. Try soaking both of your coins in acetone. It should come off.

That is a Large Date. The 9 is slightly higher than the 1 instead of being level and the 0 is round instead of being more oval as on the Small Date.
The raised metal could be DDD which can be either raised or incuse.

I agree-
 You don't conserve wear by plating, you put it in a 2x2 or other type of holder. Just a poor attempt of plating that has ruined any additional value it may have had.
