    To the OP,  
    While I understand what your concerns are, the hobby has moved on from “normal” standards 40 years ago. These days, what this fellow did is considered 100% ethical. Indeed, if he hadn’t done it, some would consider him an insufficiently adept numismatist. This is how the game is played these days. It’s considered nearly praiseworthy.
    It is highly common to apply yesterday’s “rules” to a purity that is absurd today. When you internalize that the hobby has changed in many ways, you might want to help me explain that fact to RWB, another stuck-in-the-past purist here.

    ive got a family inherited old desk that my grandfather kept his coin collection in, i still keep some of his old collection in it just for sentimental reasons...his coins were all in old whitman blue folders n he collected them all from circulation n bank rolls...he would be totally amazed at all of the certification n grading frenzy in the hobby today...im glad u have a similar family heirloom n that u appreciate it for its history n sentimental value, the fact that u can tie it to ur coin collecting only makes it more special...reminds me of some of the similar comments that hoghead has expressed...i can identify with both of ur feelings.....

    i suggest we now call this the ngc forum n corrida....wasnt caesar assassinated in the forum?...ironic that brutus denarius sells for more than caesar denarius, just to keep topic numismatically grounded....

    This is from the Official ANA Grading Standards for United States Coins (7th edition) , on page 41:
    ””Some years ago, the editor of The Sentinel, official journal of the Central States Numismatic Society, sent 10 different coins to four different professional grading services. In not a single instance could all four services agree on even a single coin, and in one instance, that of a 1919 Standing Liberty quarter, professional opinions ranged from AU-55 to MS-65.”  NOTE to @Quintus Arrius, this explains why “cracking out” is so common.
    Now before knowing, I’m going to look up the current Numsmedia FMV spread on that coin. 
     

    1919 (P) Standing Lib - $162 at AU55, $525 at MS65.
    Now if you still need to know how imprecise the ART of grading is, I can’t help you. It’s ALL opinions. Not “everybody other than Roger's is opinion; but he speaks in facts.”

    why stop there could have the "shoe box" or  "under the mattress" collection.....actually if u go back far enuf having a special cabinet for anything was considered elite, common folk couldnt afford to waste money on superfluous pieces of furniture other examples...sugar n spice chests, cased sets of pistols etc etc.....

    Generally, buying something and reselling it is not unethical. It doesn't seem like anything unethical happened with these transactions and judging by the quick turnaround to get these slabbed the current seller is still in the red. Conserving or having a coin conserved is not unethical.

    The word conservation - as opposed to preservation - includes repair as well as simple preservation.

    It's worth pointing out that you wouldn't conserve art or anything unless you expected to enhance it and make it so that it can be enjoyed more and longer.
    That said, part of your question was "how did this get by NGC?" The answer would seem to be that NGC and their sister NCS are not hypocrits and do not details grade people for something they themselves probably do some version of, if done well.
