It looks like a cloth band was holding it in it's case or to a book or page.

Are any of the "toned" areas incuse, where it possibly could be a struck-thru.  Hit it with the scope.

Sorry It took so long to scope out this two shilling coin. As we discussed it looks as if some cloth pattern became part of the obverse of the coin.

Closer view seems to bear this out, however, there is no raised areas. Could it have been struck through cloth or a pice of cloth to cause this effect?

The lines almost appear to be pressed into the metal.

If it's an incuse cloth-like pattern then it probably is a struck-through cloth.  I can't picture anything else producing that kind of incuse pattern on a limited area of the obverse.
