Dang I wonder what this person did … and what about the 1 missing in 1998

It's hard to say if someone cut it intentionally, or if it simply lived a terrible life.  The missing "1" in the date is likely caused by a grease filled die.  Grease filled dies can be interesting, but they do not command a premium.  Unfortunately, the coin is far too damaged to be interesting to collectors.
