Is this damaged or just a lemon NGC slab? 1 1

I bought this silver eagle on eBay and just received it today. The NGC slab has some white marks along the side. 

Do you think it's been tampered with or is it damaged?

It appears to be a sloppy glue job. Maybe they will reholder it if you file a complaint.

It's damaged or mutilated in the area just above the NGC logo.

Well, it may have been slightly damaged or taken a hit.  I don't know about mutilated.  From where I sit, I don't "think" the slab has been compromised.

These are sealed with a sonic sealer, not glue. Sometimes if it is left a little too long this happens. The area may be sharp or rough to the touch as well. It’s normal you see these fairly often. Some worse than others.

Absolutely normal. As Woods said they were perhaps a little aggressive with the sealer, not uncommon.
