2014 Utah complete missing clad?

I'm definitely a newbie and came across this quarter sometime back. It weighs 5.80g and is within the weight difference for a quarter however it looks completely different. Is this possibly a complete missing clad? I'm thinking environmental damage as well.  Greenstang's photo shows what a missing clad layer coin typically looks like.....there are other pickups than the color.

Its environmental damage, not an error.  The alloy used for the clad layers is 75% copper, 25% nickel.  In some cases, especially if it's spent time in the ground, chemical reactions will occur that will leave the surfaces with a copper appearance.  It did not leave the mint like that

Also if it was missing a clad layer it would not weigh near the maximum mint tolerance weight, especially since the color is on BOTH sides which would indicate both clad layers were missing.  Both layer would weigh close to 3.5 grams and it would be very thin and weakly struck.
