Strong strike . Clear fields. A little concern about minor focal area hits and milk spotting. Overall I think this is in an NGC holder at MS65.

Easily MS-64, and MS-65 wouldn't surprise me at all.

Well ya'll pretty much hit it on the nose. I like the 21's myself because they are infamous for die cracks which I like and this one is no exception. This Morgan has very nice luster which is why the pics keep depicting it to look semi-prooflike.
