There franklin 1959 proof has a type 2. Is it possible for the penny to have one as well?

Why do they have 1970 S Proof and 1971 S Proof in cherry pickers and no other Proofs?

Yes it is very possible for a Proof to have DDO. As all proofs are struck twice, it is not uncommon for them to have  DD. If you have a strong microscope and look at a Proof Coin, you can probably see some sort slight doubling on a lot of them.
