I do not know enough about these to say that is a proof or not. The strike is very good, I have seen business strikes that good and better, but it was in a specialist friend's collection and over 30 years ago.As for a number grade? If I had the asking price in my pocket I would buy it. I grade these more on strike than anything else, and this is nearly fully struck so it is a delicious coin, perhaps 66, not quite good enough for more, but well worth owning.
