Military Payment Certificate...

President Andrew Jackson issued "Specie Circular" in 1836 due to credit problem in the country. This could be considered MPC

The first modern issue would be "technically" the U.S. Currency with "Hawaii" overprint and the gold seal notes for North Africa, issued in 1942.

The first notes denominated as MPC's were issued in September 1946.

Military Payment Certificate (MPC) - These certificates comprise several series of U.S. military notes issued solely for use by its military and only in establishments of the U.S. Armed Forces. The idea behind these was to prevent or limit activities by military forces with respect to the black market. September 16, 1946 was the beginning of an era of a colorful and exotic issue of paper money in United states history. Military Payment Certificates (MPC’s) were first introduced in Europe at this time.
