I'm thinking 12. Austria, Belgium, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal and Spain.

I will guess Hawaii, Alaska, Arizona, New Mexico, Oklahoma, Utah, maybe Idaho (I did find one series 1882 brown back that was issued on the exact date Idaho was admitted to the union, July 3, 1890), Montana, Colorado, the Dakota Territory, then there was the Indian Territory, oh yeah, and Puerto Rico. So I suppose that makes 11 for sure, but I will guess 12 since that is my lucky number.

Arizona Territory, Colorado Territory, Dakota Territory, Idaho Territory, Indian Territory, Montana Territory, Nebraska Territory, New Mexico Territory, Oklahoma Territory, Utah Territory, Washington Territory, Wyoming Territory,

I also include Alaska, August 24, 1912 Territory of Alaska.

Hawaii, July 7, 1898, Territory of Hawai'i

Peurto Rico, Unincorporated U.S. Territory, under the Treaty of

Paris c.1898.

District of Columbia, While not a "Territory" by name, it is certainly

by definition. While not a "state" it issued "National

Currency" backed by the U.S.
