I'm thinking 12. Austria, Belgium, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal and Spain.

eleven areas were formerly recognized as territories after 1864: Arizona, Colorado, Idaho, Montana, Nebraska, New Mexico, Dakota, Oklahoma, Utah, Washington, and Wyoming.

I will guess Hawaii, Alaska, Arizona, New Mexico, Oklahoma, Utah, maybe Idaho (I did find one series 1882 brown back that was issued on the exact date Idaho was admitted to the union, July 3, 1890), Montana, Colorado, the Dakota Territory, then there was the Indian Territory, oh yeah, and Puerto Rico. So I suppose that makes 11 for sure, but I will guess 12 since that is my lucky number.
