I only got into collecting coins with a short time ago but from what I've learned so far those are machine doubling which is worth nothing

   This appears to be an ordinary 2013-D Perry's Victory and International Peace Memorial quarter dollar, with a reported mintage of 131,600,000 pieces.  It is lightly circulated, with About Uncirculated details, scratched, and has no collector value.  Why did you think that it might be worth the substantial cost of submitting it to a third-party grading service (at NGC, $19 grading fee plus processing and shipping fees)?

Am I missing something "special" about this quarter? It looks like an ordinary circulated issue worth face value to me unless there is something I am missing. ????
