1994 Penny - Mechanical Doubling on Mint Mark or Re-punched UGG!

Another super rare 1994 Penny :) trying to confirm what I'm seeing and what I think I've learned all help is appreciated (crack photos not withstanding)

I of course thought this was a re-punched mint mark at first but after looking closer I thought it was mechanical doubling after pictures I went back to RPM because it doesn't look like mechanical doubling I've seen etc. etc.

Would anyone be so kind as to school the newb again?

You will only find listings for an RPM thru 1989 including sites like Wexler's, Variety Vista or NGC Variety Plus, as starting in 1990 the mint added the mint mark to the master die.  So that coin can't be an RPM and doesn't appear to match any known DDO's for a 1994-D cent.  I would post a picture of the reverse, and look for any other signs of doubling on the coin.

My mind went immediately to split plate "doubling" as I noticed it is not really a complete second image of the mintmark and also knowing the mintmarks were applied to the master dies by this date. This is a "weak" version (I shall so call it) as I have seen other examples where the split plating affected not only the mintmark but all of the date numerals as well.
