It looks like whatever it is be it glue, epoxy, or I think it is actually JB Weld is sitting on the surface of the coin and is raised. Seeing the incuse impression of another coin tells me this was some kind of Gorilla Glue/JB Weld/epoxy experiment to try to stick two pennies together.

Oh, and btw, the spelling police are going to come to this thread so I will head them off - anomaly

I believe the impression was made by a Roosevelt dime.

Obviously not an error. Just glue, as the others have stated.
