That's probably correct. Dust, tiny metal fragments and oil combine into a very hard packing material under 70 tons of pressure used to strike cents. This materials collects in small recesses in dies and and last for hundreds or thousands of strikes before falling out or being cleaned out by a press operator/die setter. These are not rare and sell for a few dollars -- maybe $3 for a missing date, etc.

I would lean towards a "late" grease filled die as that was the only area affected. I would keep this coin as a conversation piece as I am sure there are not too many 1920 LIBEPTY cents around.
