1999 US Mint Proof Set Error

Hello, just looking over some of my proof coin sets and I stumbled across this 1999 S Mint Proof Set and I noticed that the Georgia Quarter in the Sealed Case is backwards from the other coins. I've uploaded a picture of it, could it be considered a Mint Error? Thanks Bill20230825_151025.thumb.jpg.9971e99a12ed45ddef28ed6455be0cf2.jpg

Hello, unfortunately, this is not considered a mint error at this time. Mint Errors are when the coins themselves have errors from the mint, not just the packaging of the coins.
