Am i wrong or is that a "D" mintmark under the chin???

   Welcome to the NGC chat board.

   Based on your photo, which is somewhat out of focus, someone appears to have begun to drill a hole in the coin.  Note the metal piled up around the depression.  It bears no resemblance to the longer, narrower, and thinner "D" mint mark used on 2020 Lincoln cents.

In short, yes, you are wrong. Letters, like coconuts in Monty Python, do not migrate.

Hard to tell from an out of focus picture but it also could be a plating bubble that has burst which is just damage.

It is impossible for a mintmark to be anywhere except in the proper location on modern coins.

I am in agreement with the above, some type of damage, perhaps intentional or just a popped plating blister.

Pretty common to have that right in that spot on Lincoln's. If you roll hunt you'll see it more and more. That's why I always suggest people don't look at their pocket change until they have at least 25 of the same year and mint.

Most of the time if I find three of the same marker that is enough for me to think there must be thousands out there.

@VKurtBYes Sir. Pretty much. Most Newbies would look at you like you're weird if you mention Die Marriages to them. But that's super important if you want to understand how and why coins all look alike until they don't.
