Why Doesn’t Top Pop Badge Come Up For PCGS coins? 0

Hello. I own a PCGS PF-70 National Park Quarter. It is obviously top pop, so why doesn’t the Top Pop badge come up like on my other PF-70 national park quarter (graded by NGC)?
