Can someone please explain more about the "Special Label", #7 on the grading form... 0

I am considering special labels for a variety of reasons.

What is the character limit? Can it be on more than one line?

What is the "#" for? Does the "#" even have to be a number?

Can I include a little photo either as part of it? Or a photo on the background of the label design?

You don't get to create your own label.  Although it might be fun, imagine the turnaround times and cost!  Here is a link that explains NGC special labels:
