Which steps are used to give full steps designation? The ones in the center of the building or the ones on the ends of the building also? 

For the full bell designation just how long does the bell line need to be? Does it need to go from the base to the top? Can you show me images?

The center steps are what is used to qualify for FS, here is the answer (with photos) on the FBLs direct from the NGC site.  The search function is a very useful tool that you should check out.

No proofs are struck from special dies and are expected to have full details, thus every coin should be FS and therefore not be special in that regard.  The same is true for halves, they are all expected to have full lines.

"Full bell lines" refers to the horizontal lines at the bottom of the bell, not the vertical crack. To get the designation, PCGS requires the bottom set to be complete; NGC requires both sets to be complete.
