I don't see any way this can be an AU, and looks just strange.  Probably a reason it is not slabbed.

I don’t think it’s AU, either and it looks to be harshly cleaned.

Absolutely agreed.  That S-VDB has had a rough life, and that rough life will be even more apparent with the coin in hand.  It's amazing how deceptive some people's photos can be.....this is a problem I've run into frequently with Canadian Proof Like coins.
