A good lawyer could make an argument for them, that for the year and mint it is above average. Or that after the coin got in the holder something changed, "migration of molecules" somehow filling in a gap or two? Shameful...I've stayed away from PCGS FB, FS, FBL labeld coins because of their apparent loose standards. I agree with Davids5104, NGC definitely has stricter criteria and has my vote of confidence.

No, and in hand, the coin might even look like a solid FB example.

 

I agree that they might be nicer in hand. That said, the bands might also be missing. The picture is not sharp enough to see what's actually there.
