Appears to maybe have been dated 1833, and certainly not composed of the standard 89% silver, but was infused with or contained at least some iron. Could have been one of the old "contemporary" counterfeits, about which there is a reference book, or possibly was just intended to be something like a belt buckle.

 

Still you could try submitting it to a TPG for conservation and see if they can restore it to mint state..

I doesn't look like it's made of silver to me. I'd say that it might have been part of piece of costume jewelry.
