I can't grade dimes for anything, please grade

There is dust on the surface not scratches

Looks 66 or better, but the lighting is impairing the viewing area of a good portion of the coin. It also looks like it may be spotted, but I can't quite tell what's flash and what's not in those pictures.

I didn't read the OP closely enough. I thought that the cheeks and fields had scratches but aparently it is DUST.

I would say a high 65...It is not a full torch coin and I would not waste my time sending it in.. If a roosevelt is not a FT, then move on !!!!!
