What exactly is this? Is it a poured silver bar or?

 

Can anyone decipher the certificate?

It certainly appears to be silver, although I have never seen the type. It is a cool one at that.

It appears to be dated 1982 and written in Korean. The central character on the box is "Good fortune." I'll check next time I go to the local dry cleaners.

I have a Korean Finance soldier in class with me, I will have him look at it tomorrow. If it's Korean he can tell me what it says.

I tried it with the image you have posted of the certificate, but it is of low quality and the certificate is folded, so it was obviously bound to fail.
