Did they understand the 400,000 to be minted would go to collectors and not be used in every day commerce? Either encased in plastic from the mint or encased in plastic from TPG's? Who thinks this mess up?

So I'm presuming that Helen Kellers name in Braille on the Alabama Qtr is too small for a bling person to read?

I think the bling people only got the silver proofs anyways. Regular blind people could read the circulating ones.
