A nice battle scarred coin, graded by NGC XF-40. Note the "disappearing A" on the reverse.

Wow, that seems like a very weak strike.

1818 and 1819 were two dates in which the mint used low-relief dies. I think the subject coin actually has an average and typical strike for the date. These will always seem to have a more shallow strike than prior or subsequent dates, though it's also fair to say that they were more consistently struck by the mint.

 

And, I think NGC applied the perfect grade to a perfect coin. Very nice!

It's not unusual to see strike weakness in that area and the scroll on the reverse of Bust half dollars. That spot was opposite Ms. Liberty Bust line and the obverse often drew too much metal, which left that area weakly struck.
