What are the reflective requirements for pl? And how do you check this with a slabed coin?

NIce '04-O Harvey. I'll guess 64/65 also. I don't see it as a PL though. Still it's a winner.

I can see MS-65 for that coin. Of course, it's a bank hoard coin, of which many thousands of original BU rolls exist, so there are a lot of gem examples. Nice coin!

Although I wouldn't have been the least bit surprised to see this coin in a new holder with this grade, it's a little surprising to see it in one that old, especially with the hits on the cheek. I think this may be a case where a nice reverse carried it to the next level.

 

 

On the flip side - since most of the "upgradable" coins have presumably been cracked out for re-submittal, this could be one that didn't appear to have a shot, and was left alone.

 

In any holder, though, it's a nice looking coin! (thumbs u
