On what coin denomination did the Treasury Department plan to place John F. Kennedy's portrait in 1964?

According to the Breen book, the Mint (on 11/25/63) had not yet decided which silver denomination would get the new JFK design.

 

On 11/27/63, Director Adams phoned Chief Engraver Roberts that they had chosen the half dollar. (Jackie O preferred not to replace Washington on the 25c, no one considered the dime, and it was doubtful that we'd start coining silver dollars again.)

Breen indicates that when the portrait of Kennedy was proposed it was to go on "one of our silver coins - denomination not decided." It was then later proposed for the half dollar.

Two denominations were given serious consideration besides the 50¢. They were the 25¢ and the $1 coins (which were not minted around this time).

 

Mrs. Kennedy did not want JFK to replace Washington on the quarter, so they decided on the half dollar.

The quarter, half and dollar we're under consideration. Mrs. Kennedy didn't want to replace Washington on the quarter, and no dollars we're made that year, so the half it was!

I have no real idea, but I'm going to guess the half dollar, though there was the 1964 Peace Dollar fiasco, so perhaps they originally planned to put him on the dollar.

The quarter dollar. It was changed to the half dollar because the president's widow did not wish to displace George Washington.
