I would say this would grade as a F12 with no VAM's that I can see from the photo.

It looks like a VF-25 to me. There is no distinct flat spot on the Eagle's upper right wing (the lines are weak but complete, wing to our left). The hair above the brow is not significantly flat, and the detail in the Oak/Cotton/Wheat is pretty clear (no fine detail but the main components are there). If eye appeal counted much on circulated coins, I'd give it a VF-30 for that nice antique patina.
