1932-D Washington Quarter

I have a 1932-D Washington Quarter that upon closer examination by myself I have found a light tan substance that appears over about 1/2 of the obverse and just barely on the reverse. There is also an area where the original luster is showing. This coin was from my father and obtained years ago but has been protected. I am now worried that someone may have attempted to "wipe" it down. Could someone take a look at a pic of the coin and provide their opinion? I would like to know prior to sending off for grading.
