I will guess it was because of the Mexican Revolution.

Well, my Philadelphia explanation didn't pan out! One version of Krausse that I consulted said these coins have a Mo Mint mark and the other made no mention at all! So, I'm basically clueless.

The dies were prepared at the Paris Mint.
