WILL NGC GRADE DRAGON DOLLAR LIKE THIS ?

Dear World Coin Expert,

I'm a begining collector and try to collecting some popular Chinese dragon dollar at this point. Also, I would love to consulting with expert's will NGC grade this dragon dollar?? (pictures down below) It looks PROOF issue to me and has deep oxidation.

Yes, they will grade these. These can be found with prooflike surfaces. I do not believe proofs were minted.
