Ugly Star Coins

If a proof coin is Cameo on the obverse, but not on the reverse, it will be awarded a Star designation.

 

What about an ugly coin that has an obverse cameo, but the reverse has a big carbon spot? Or even if the obverse has a big carbon spot? Or ugly dark toning?

 

Will these coins still get the star designation because of the obverse cameo, even though they were technically coins with poor eye appeal?
