I am not sure this is a grease filled die (s). I am leaning towards this being a weak strike as in what I am referencing in the link I am putting here to error-ref.com. I have never seen a grease filled on both dies and I am not saying that is not possible because it surely is. I just don't think even with die maintenance that the mint employee would leave that much grease in the press. Again, possible, but I invite you to take a look at the link on the weak strike that has many characteristics that are similar to your coin.
