I am going to stake what little of my credibility and reputation is left on the line and stick my neck out and state unequivocally that that hook-nosed beak looks normal.  🤣

Looking at what I can see of the lettering of UNUM in the one photo next to the eagle's head, I see die deterioration doubling in those letters. Mechanical doubling usually is seen only on one side of the letters either above, below, left, or right. Die deterioration has a ski slope look and typically surrounds the entire letter as the edges of the void in the die that make the letter are too worn to hold the metal in place so it "bleeds" out of the die void on all sides.

When you have any kind of mechanical/strike/die deterioration doubling, you will have it also on some of the design elements such as the eagle in this case. I see nothing out of the ordinary here. Just some die erosion doubling.
