Both.  Your coin is worn, and not in the best shape.  Your coin also appears to exhibit some mechanical doubling (a form or "worthless doubling" and is not a doubled die).

Looks like Die Deterioration doubling to me. You can see the metal flow lines towards the rim which is a good indication that the coin was struck with worn out dies. Also it has some pretty good circulation issues.
