I agree on the lamination. You can see the area of it. I would say it is significant enough to be attributed as an error seeing there is a portion of the lamination and the resultant disturbance of the lettering. I do not think, however, if it would add any real premium to this coin. I would say for a coin of this year and mintmark, and its circulated condition and brown color, by the time you paid all the grading and error fees and shipping to and from, you would be at negative money by submitting it. It is the type of coin to sell or keep raw.
