The coin was plated but at the mint. These are copper plated zinc core cents. There were many problems with the copper plating starting back in 1982 and continuing through about 2000 and although it improved after that, there are still minor issues today with the plating. The Mint was well aware of these issues which take many forms from bubbling to cracking to flaking off the zinc core.

It looks like the obverse was cleaned (possibly polished) as it has a different color than the reverse. There are also heavy hits on the obverse as well as very bad damage to the rim at 9 o'clock as metal from the rim is missing. A cent in this condition is worth face value.
