It looks like just damage. Looks like it took a hit and pushed the metal up out of that scratch making it look a little like a cud.

Not a cud and certainly not a major cud. It is just PMD.  
Might be a die chip between the 9 and 4

   When you post photos of coins about which you have questions, please post full, cropped photos of each full side of the coin, not just a close-up.

   Based on what I can see at present, this apparently well-circulated Jefferson nickel has a number of scratches in the date area, as well as raised areas that may be post-mint damage.  They may also be small rim cuds and/or die chips, but none of these would be regarded as significant mint errors by knowledgeable collectors or grading services.
